Broken achievements?

A year or two ago, very suddenly, every achievement in the game became extremely rare (under 2% completion rate for even the most common one). It's completely destroyed my Completionist Showcase because every achievement is just from this game. Is there any way for the developer to fix this or report it to Steam? I looked at Queen of Seas 2 and all of it's achievements looked normal, so I don't understand how for this game every achievement is suddenly so rare.
