Can't build another break room?

I want to build another break room so I built another room but it won't let me set up break room furniture or items, also the floor is cement, not wood. Do I have to zone the room to be a breakroom or anything?

No, just make sure that it is a closed room with its door, then when you add a breakroom item the floor will turn into wood. There can`t be other workshop items in the room as that will block it from being a breakroom.
