Edit: Nevermind, didn't read your response correctly. My guess is because square assumed that the Japanese market wouldn't be interested in a PC release (from what I understand, PC Games aren't anywhere near as popular as console/handheld), much like a lot of other recent JRPGs - especially from Namco and Square - tend to be on PC only in the west.
Japanese developer, they put the game out on PC, they put DLC out on PC (though free this time
It does feel like there was extra time and effort spent to explicitly remove the Japanese text for some reason.
I tried checking the Japanese site (for the game), but they don't even advertise the PC version (only PlayStation versions)...
I'm assuming Koei Tecmo totally dropped the ball on this one.
