how do you get more dungeons?

my guy is almost lvl 20 and i still only see the lvl3 maze dungeon map

The level 3 maze levels with your character, but you get another level 20 map after the batte of the great divide.

You mostly get more dungeons by reaching certain points in the story and having the level requirement for each of those maps. A few monsters drop keys to for maps.

just got 2 extra maps at lvl 40ish at a certain point in the game (not spoiling)

There's always 2 criteria, story progression and highest level attained. You will get all the map if you reach level 55 and just have to progress. Only the lv3 map rewards mini medal on completion.
