The red pepper must be hidden somewhere in level 6. I believe you need to get there, you need to get to level 4.

The green pepper is found in level 6. The correct entrance is above sea level in level 3.

Additionally, for the record, green pepper is at level 6, the red pepper is at level 4

Okay, you don't actually need a 2nd blue pepper... the peppers for the salsa appear on the conveyor and you just add the ones you want.
