The achievements for ABC Islands are in the separate standalone Steam app "LOGistICAL: ABC Islands", which is available for free as a demo, and will automatically pop for you if you install and start that game. The Isle of Man achievements are in the standalone "LOGistICAL: British Isles". The Tutorial achievements are likely the 23 you have earned.

The modules that pop achievements in the base game are Australia and the DLC modules of Canada, California, Germany, Hawaii, the Netherlands, Egypt, and New Zealand.

They are working but they are in different modules. For example, "ABC Islands" achievements are in "LOGistICAL: ABC Islands" module. "Isle of man" achievements are in "LOGistICAL: British Isles" module. You can play any country from any module after you aquired and installed it, but to get achievements you need to open the country in the module that is related to it and load your save that is shared between all modules.

Main LOGistICAL game contains 9821 achievements and contains achievements for these countries:
Australia
Canada
Egypt
Germany
Netherlands
New Zealand
USA - Hawaii
USA - California
Tutorial island (Tute).

Is Logistical 2: Suriname the only module with no Achievements. If so, what is the reason for this?

It is the only one. Steam limits the amount of achivements for games that it does not know about yet. The cap is 100. Suriname was a free gift module so it was released in other games - "LOGistICAL 2" and "LOGistICAL 2: Belgium" that already reached a cap with their own achievements.

There was a notice on those games in store that Steam is learning about them. Now it seems to have finally learned about the game because notice text changed to "Profile Features Limited", but still has restrictions. Maybe the game didn't pass some hidden requirements that allowed to increase the cap.

Those times when LOGistICAL was released with all those DLCs and 9821 achievements were fun but seems to have passed.

The limit is 5k now I believe, so can still add quite Abit.

The limit is 5,000 for games that got their store page before mid-2018 or are published by triple-A companies. Otherwise you need to have ~250 concurrent players and >250 reviews to remove the Steam low confidence metric, which is basically impossible for a small indie game.

Does that count for DLC though? Or are we not getting more modules as Dlc and just 'stand alone'?

Achievements can not (usually) be specifically attached to a DLC, they're just treated as base game achievements as far as Steam is concerned. This means that any achievements added as DLC will be restricted by whatever the base game's achievement status is: that would be a cap of 5,000 for all modules prior to Brazil, and a cap of 100 for all modules since then (Brazil included).

I say "usually" because you can theoretically attach achievements to a DLC appid, but this is not supported behaviour and is liable to break. Additionally, you can't actually unlock those achievements normally (as you can't launch a DLC, attempting to do so launches the game it is attached to, which is a different appid), and you have to create a separate .exe outside of Steam and a fake steamappid txt file containing the DLC's appid in order to get the unlocks working. There's two soundtrack DLCs (Waveshaper and RPS Runner) that have done this, but as a general rule it's not a good idea.

All modules since British Isles have been standalone and that's unlikely to change in the near future. The base game was at 9,821 achievements when the 5,000 achievement cap was first implemented (as British Isles was being developed), so under Valve's advisory further DLC was spun out into the standalone modules to get around that. No further achievements can be added to it any more.

Hmm. I know coloring pixels managed to get enough reviews by encouraging people to review so more achievements could be added. Might be worth making users aware with a news update or something.

That is ridiculous if true.
