The modules that pop achievements in the base game are Australia and the DLC modules of Canada, California, Germany, Hawaii, the Netherlands, Egypt, and New Zealand.

There was a notice on those games in store that Steam is learning about them. Now it seems to have finally learned about the game because notice text changed to "Profile Features Limited", but still has restrictions. Maybe the game didn't pass some hidden requirements that allowed to increase the cap.
Those times when LOGistICAL was released with all those DLCs and 9821 achievements were fun but seems to have passed.
Achievements can not (usually) be specifically attached to a DLC, they're just treated as base game achievements as far as Steam is concerned. This means that any achievements added as DLC will be restricted by whatever the base game's achievement status is: that would be a cap of 5,000 for all modules prior to Brazil, and a cap of 100 for all modules since then (Brazil included).
I say "usually" because you can theoretically attach achievements to a DLC appid, but this is not supported behaviour and is liable to break. Additionally, you can't actually unlock those achievements normally (as you can't launch a DLC, attempting to do so launches the game it is attached to, which is a different appid), and you have to create a separate .exe outside of Steam and a fake steamappid txt file containing the DLC's appid in order to get the unlocks working. There's two soundtrack DLCs (Waveshaper and RPS Runner) that have done this, but as a general rule it's not a good idea.
All modules since British Isles have been standalone and that's unlikely to change in the near future. The base game was at 9,821 achievements when the 5,000 achievement cap was first implemented (as British Isles was being developed), so under Valve's advisory further DLC was spun out into the standalone modules to get around that. No further achievements can be added to it any more.
