no water monster in the sewer?

In the area where you have to turn three valves to drain the water from the mushroom corridor, it seems designed around having to stay away from the water as much as possible (with the stairs and bridges everywhere). But for me there was no water monster there. I looked at a walkthrough that also says there is supposed to be one. Something only spawned when I turned the last wheel, but I ran out of the area immediately so I didn't really see it. I'm just playing on normal difficulty (not sure if difficulty affects this, since it says it only influences how saves work). Is my game borked?

You can't see it, it never existed. The water monster is suppose to be implied. None of us have seen it.

Doesn't exist. It's just there to give you PTSD to be honest.

Actually it can spawn, but you need very low sanity when entering cistern and turning the last valve

Yeah that part bugged for me too. I think it's because this game hasn't really been updated in a long time other than the workshop stuff.

I think that the idea is that the monster is in the cistern and that when you turn all the valves it causes the cistern to overflow and the monster is able to get out of the cistern. It can't do much to you depending on the order you turned the valves though.

If you go through the morgue first and then the cistern, then a water monster will appear on the way to the exit

As Gerelden stated, you need to do the Morgue first.
