I think, well I guess it's because of the update to Steam it quickly does a file check, a very basic one on installed games. Some of those games indicate (for whatever reason) that a file or two is missing so it appears to redownload. No harm done. "Appears to download," see below.
I said the bit about very fast file verification on some games (or all?) because when I start up my Steam client, anything between 3 to over 10 game titles (just text of game title on right hand side) quickly flashes, one after the other, in the same color as when a game is installing, or downloading DLC.
Not sure if it actually does download and over write the files because it is so quick, I mean just a few seconds for 10 games. The downloads page shows as downloaded xx MB for each game, but there is no way it could down load roughly 2 or 4 MB per game, including the initial flash check in 2 seconds. My internet is fast, but not THAT fast! I suppose it begins then notices the file is in fact NOT missing so cancels. However I don't know if it cancels for all, or a few. Pure speculation.
Bottom line is it all happens in a matter of just 2 or 3 seconds and causes no harm. Clearly Steam have added some kind of "file checker," on start up, but it's so fast it makes a few mistakes. Or each file should have some code on it from the dev. to be instantly recognized, but a few don't have that? (I mean some kind of hidden index for every file)
Mostly guess work, but that's all I can think of. It's harmless - at least it has been so far...!!!
Of course, I could be talking pigs swill and my guess work is totally wrong. But, until or if I hear what it really is, I'll stick to my pigs swill guess! Doesn't bother me in the slightest. Kind of funny really. Weird stuff.
That's a good point. I'd never really checked much, but after reading your post, indeed you are correct. Majority are Beth, about 40% very approx are random devs.
Pretty strange. Harmless, could even be good, but what the heck...
I have around 4 games that seem to have these updates once a day when Steam starts. Amnesia, Doom Eternal, Neverwinter Nights: Enhanced Edition and Tales of Maj'eyal. I think there might be a 5th one that creeps into the list.
I tried uninstalling and reinstalling them. No dice. Trying that again.

IMHO, currently it is not really annoying and is NOT causing any problems at all. If it stays that way, I'll be curious but basically forget it.
But we all know how this kind of small thing can on occasion lead to other worse things. So many variables. This is only Steam, but I am very slightly concerned it may lead to other issues (no idea what?) if the reason isn't clear or if it doesn't stop.
So, I suspect no prob. But I will be verifying games a bit more than usual just in case. It doesn't seem this action is necessary (the steam uneeded updates). When that occurs, those of us who spend a lot of time with tech know that it's better to always nip stuff in the bud. Just hope it's not something that doesn't need nipping as it's harmless. Sorry for that sill metaphor. Couldn't resist. Cheers.
Agreed at the end of the day it's not a big deal as it doesn't seem to cause issues, it's just a little bit of an OCD issue lol. Besides it would be nice to know exactly WHY the update is happening as there's zero feedback presented in that regard. A little forensics of the logs it's kind of "seems to be this reason", but not many people are going to do that.
It can waste time occasionally, but I prefer the positive aspect. Everything, not just PC related gets double checked. Mistakes are rare, but so is free time!!
