you can rapidly press button, to shorten your way. police will not be able to catch you. this is making levels with 2-3 shortcuts easy. you can kill as much people as you need, then abuse shortcut. police will break shortcut, but you could kill 50% of people before somebody call 911 second time

I'm not sure you found a glitch, you just figured out a strategy.

there are shortcuts. and if you use it, one policeman will stand in front of the shortcut, to catch you. but if you use shortcut immedeately after using it, policeman will not be able to catch you

Yes, exactly: no one must see any dead bodies and be quick enough to call 911. Perhaps it didn't work for you because someone saw the body and you're just not aware of it?
