How do we use some items?
So what's the use for:
1) Condom
2) Powder
3) Donuts
4) Pills?

Condom = No Idea
Powder = Can Be mixed with bottle to create firework (*what fireworks do other than make 'Party' in sky, no idea...)
Donuts = If smashed on ground individual donuts can be used to slow down cops chasing you.
Pills = Pills can be mixed with bottles to create throwable bottles that create effects when they hit target

To expand on the pills when combined with bottles, you can also just equip the bottle mixed with pills and use it on people directly without being detected. You can make people sick/drunk, angry and fight, or scared so they run away.

Ok, that makes sense but is a bit confusing. The air baloon item should be renamed air canister or air bottle. The reason this might not have been figured out is rarity problems. After finishing the game, the air canister has shown up only once, but I'm at around 20 condoms.

Freindly suggestion would be adding uses to some items. Condom and sink makes a water baloon, throw it to get someone's attention from range, or to make a puddle, stuff like that. Making items more than single use, like booze, adds variety and you always think how can I use this, rather than great more useless junk like the condom currently..

I got really confused at the bridge; I was supposed to airlift this dude and found a "balloon" that really looked like a canister and I could only HIT the guy with it. Later I found an actual balloon that behaved as expected. Why are there two different things both called "balloon" and... what in the world is a "fulton"?

That definition of fulton doesn't exist in any of the dictionaries I checked (Oxford, Collins, Merriam Webster, Urban Dictionary). It's either a person's name or a geographical location, and UD definitions aren't even close either.

Are you sure that's the right word?

They mean the Fulton Suface-to-Air Recovery System, named after it's inventor. To use it is to Fulton something.
