Report a translation problem
It won't due to being named Civilization: Call to Power and Firaxis owns the Civilization trademark. In order for the game to be re-released Activision would either have to purchase licence to use the name from Firaxis (and firaxis would have to be willing to licence the name) or game would need to be renamed to just Call to Power and all references to Civilization: Call to Power would have to be removed from the game. Change of either happening is non-existant as Activision has zero interest in investing into old franchises.
As is, the only legal way to get it is to purchase used CD version of the game from somewhere.
In other words: It's never going to happen, it's abandonware effectively.
