What's the difference between Deluxe and Ultimate packs?

Ultimate has everything Deluxe has plus 4 more DLC characters.
The additional characters are Blue Mary, Heidern, Oswald and Najd.

is the content on the deluxe is also available on the ultimate? the store listing is so confusing, there's no detail on what i get...

Yes, everything in Deluxe is also included in Ultimate, including the artbook and soundtrack bonuses. Basically:
Deluxe = base game + 1st DLC pack.
Ultimate = base game + 1st DLC pack + 2nd DLC pack.
