Maybe she will appear in XV but I don't think any dead character in KOF storyline ( Geese is dead in Fatal Fury series but it's never metioned in KOF series ) will appear in DLCs. Since XIV is story-telling KOF, not anniversaries like KOF '98 or 2002.

In this case, I don't think there will be a Shermie DLC...

But, according the story of XIV itself, the defeat of the final boss make many dead characters who already dead "resurrected", even Orochi ( and then got sealed by Kyo, Iori and Chizuru in no time, such a poor "God" ) and Ash ( a living paradox, why a man never exist can be resurrected? ) , so there is a chance that all orochi team members will appear in KOF XV, maybe even Goenitz, Rugal and NESTS bosses will appear in KOF XV.

Vice and Mature were "dead" and here they are. They can bring her and her team if they want.
