Did you read the store description or the rest of the thread? I see you don't own either game, so I guess you are just ignorant of the context here. I'll explain..
Yes, it's somewhat akin to developers providing other versions (e.g. remastered/old versions/whatever) of their game free. In this case, the content is apparently an identical subset of I/O.
Here, I'll help you out with a direct quote from the store page:
Now, you might think that unlocking it in the base game is somehow hard, but you'd be wrong. Since I/O is a static puzzle game, it would only take a few minutes to look and enter the answers to the first few puzzles.
In the end, I'm not faulting them, no matter which way they go with it. But it'd be nice.
Yes, I know I could just launch I/O and play it there, but really I want to be able to play both games (the solitaire, and I/O itself) without affecting the Steam playtime of the other. I don't care about the solitaire playtime TBH, but would like my I/O playtime to actually reflect the time spent playing that game. Preferably if the solitaire achievements still counted for the main game.
