(Casual) Cant find Little Beeper

Got all the popcorn, have been over every inch of the screens I can access in the circus and still cant find him. Is he the doll thats hanging up outside the circus? If so how do I pick him up and give him to the clown? Or is it something else?

Been driving me nuts for a good hour or two now.
