Solution: Check the filing cabinets in the police station.
That'll give you a brush and powder (if you're playing on Hard mode, you'll need more powder later). Unfortunately, the kit is missing the tape that is used to lift the fingerprints. Plan old sticky tape will do the job, though.
What's a profession that likes to tape things shut? They'd surely have some extra lying around.
Like a mailman. The post office will have some. Just send one of the feds over there, introduce yourself, and he'll let you take it.
The post officer appears to be a proud federal officer.
Hint 1: What does he say about the tape when you try to get it?
Hint 2: Does he say that the tape is intended to be used for "government" business only?
Hint 3: Perhaps do you have among the playable characters someone who belongs to the government?
Solution: Use Ray or Reyes to tell the post officer that you are an agent. He will permit you to take the tape.
