How the heck do you operate the Big Red Bird puzzle?

I have an interface where I can change the buttons from Blue to Red to White, and one button at the top of the column next to a pair of Feet. If I press that button, all of the other buttons change back to white.

Changing the colors of the buttons DOES NOTHING, Nothing on the map (Blue and Red Dots) Moves, I don't see any way to operate this puzzle's interface, or change anything using the puzzle interface

UPDATE OK, I figured it out, I was using the Puzzle Interface Wrong.
