Very annoying
Im also having the same problem on steamdeck through the steamdock with kb+m attached.
I can fix it temporarily by plugging the pad in, moving the mouse to get the game to revert to kb+m UI, then unplugging the pad so I dont accidentally activate the console UI again by brushing past the sticks
After game restart however, the game seems to revert back and I need to repeat the process.
iirc, it happened after the first time I used a pad on the game, before that it worked fine on the deck with kb+m.
I tried checking the integrity of the gamefiles in the settings menu. I tried reinstalling and deleting the game folder in the steam/common directory. I dont know linux based systems so if anyone has help on other potential locations for settings files, that would be helpful :)
