Though citizens being annoyed by the smell of a nearby fish monger is kinda annoying for "city planning". I would definitely agree it needs another balance pass.
Fish seem fine to me. 111 fish in stock with 2 or 3 fishers and 1 or 2 fish monger

There are whole societies centered around fishing for food and commerce. It seems super shortsighted to make it almost useless rather than finding a good balance.
It is not almost useless...just not as effective as other food sources in the game due to the reasons noted (storms, overfishing)...
