Once the kingdom gets wealthy enough the witch doesnt seem to have much effect anyway.
Yeah, if you complete her quests then she becomes an ally and allows you to purchase spells from her on a long (multiple years) cooldown. She can cure plague, famine, or a viking or dragon attack in one blow, so it's extremely powerful and well worth the investment just in case you get the "whoops, all the disasters hit at once!" moment
I'll note that it's a good idea to not do her first quest until after you're already well up and running, since her quests all require stockpiling various amounts of goods (whether food, wood, etc.)
