b. You need to set a tax rate, which in turn lowers happiness. Considering you've likely just begun judge carefully if you want to get the gold atm (such as need to deal with plagues via plague docs/hospital, therefore coins, or say for paying for archer towers), and set it at 1 for starters as having a rate of 2+ might make for some hard times with the happiness effect.
b.population. Higher population is needed for more gold for taxes, keep that in mind.
Generally you'll need a bunch of gold for later endeavours such as military spendings or larger project buildings.
