also you can surround the whole coast except for a tiny spot where they'll have to pass through
Low walls can stop or at least slow down Vikings that don't bring giants with them. They will work their way around to find any opening taking damage from your well-placed archer towers. I almost never see any Vikings making past my outer defenses.
Sure, it's easy to rebuild any damage Vikings do but your population will be negatively affected by the Viking raid. If you're already dealing with low happiness numbers, a Viking raid can really sink you and prevent new people from moving into your town!
Medium-sized town (660~ish population), all city-walls are 3 units high, walls around the keep are 4 units high.
Most towers are between 4/5 and 6/7 units high.
As you can see, I've put up small 3x3 "bastions" out near my unprotected farmlands.
Vikings visit me every other year with a fleet of 7 ships at the minimum and are usually bringing at least 3 or more ogres.
Upto now, I've been able to beat back all invasions with minimal amount of damage.
Even the rural areas (those without walls) survive pretty okay, never in need of rebuilding more then an occasional forester or farm.

When building up, I never had the feeling I was running behind on putting up my defenses and was able to keep up with ever bigger invasions pretty well.
Mind you, I'm a slow expander, so that might have helped.
Also, same as above: I've put up the towers first and later connected them when resources became more easaly available (4 quarries + 4 foresters mean you wil <always> have enough goods saved to build anything by the time your workers finish the previous construction project)
Also: I deactivate most of my towers in between attacks.
This means I keep my population relatively low and mostly dedicated to resource gathering.
When under attack, I cancel all construction, close all industry and activate my towers.
Cost effective way of doing things as building goes way fast (when not constructing anything, 40+ workers are idle) and there is always enough manpower available to quickly build stuff: Just don't forget to let 'em man the towers when an invasion is happening.
Anyway, point is;
Walls seem fine to me. Was able to put them up in time and they are doing what they are supposed too for me: Keeping them raiders out!

Also walls only cost stone and wood, resources that only take time to accrue. Towers cost manpower as well. Using walls to slow down attackers and increase the time your towers shoot them gives you more combat power at no manpower cost.
