No Hideout Access

I can't get to what appears to be the "main area" or "hideout" in the game. When I first launched I pressed Esc to look for options and maybe then I skipped the tutorial? I can only access the kill list and I'm looking for somewhere to change my settings. I'm currently on the second level.
