Ultimate Talent Development Plan: Tips
1. you can savescum by quitting during a run, which will automatically autosave, and then at any point if you get a bad roll alt+f4 the game.

2. the death card machine is upgraded every 10 floors in the monokuma dungeon. Floor 11, 21, 31 and so on. You start getting a chance to roll U rarity cards at floor 31, but I'll hold of rolling for them until floor 51.

3. I recommend the following courses for the various rarity characters:
N - normal, normal, normal
S - normal, normal, talent/future
U - normal, friendship, talent/future

4. the future course can be unlocked by buying a 100,000 chip item from the casino. It is basically the superior version of the talent course and necessary for the most overpowered character builds. One important characteristic of the future course is that green square events are randomized if you savescum. As a result, you can build some of the most overpowered characters here by determining their event stat bonuses.

5. the most important card is the DOUBLE SQUARE card. You can get this by walking into (fake)Bakuya, Monokuma, Usami, Celestia and Kokichi on the board. The reason this card is so strong is its ability to double stat bonuses from any square. You might be tempted to use this to get levels or talent points, which is good for N or S characters, but the true power of this card goes into effect on friendship and event squares. It turns 40 bonus luck into 80, and on friendship squares the total bonus can be completely obscene. (possible to gain more than 200 total stats on a single square)

6. if you have the COURSE CHANGE card, consider going to the far end of the board and farming 2x squares without ever having the intention of passing the start square for the exam. The higher rarity the card the more beneficial this is, although realistically, N characters probably can't pass the 2nd year exam anyway.

7. If you have the HIGH JUMP card, consider using it at the beginning of a school year, which is almost guaranteed to get you closer to the goal, or somewhere good for farming otherwise.

8. monokubs will randomly offer you surgery once per round if your level is below 60 or so. Always take it. If it fails quit and start a new game. You may also hold on to a SUCCESS card so it will never fail.

9. having a full higher rarity characters helps greatly in completing the exam, because the friends of the character you control will show up as lv45 if they are S rarity and lv99 if U rarity. In addition S and U characters will give you stat bonuses when you meet them on the board. I also believe they might also impact friendship events. If so, would explain the incredible stats friendship events give me.

10. suggested skill builds:

Agi/Str sports characters: -
Attack Power 10
Mujin Strike 10
Critical Power 10
Influence Up 10
Summer Rain Fist 10 OR Sacrifice 10

pure Str sports characters: -
Falcon Kick 10
Zeal 10
Attack Power 10
Influence Up 10
Skill Power Up 10

Fort/Def variety characters: -
Recover Influence 10
Fighting Spirit 10
your choice x3 of a mix of buffs / Cure Condition / Debuff

pure Def/HP sports characters
Sacrifice 10
your choice x4

pure Int characters: -
pick one school of magic, in this case ice is an example.
Ice Freeze 10
Ice Freeze All 10
Ice Power Up 10
Skill Power Up 10
your choice x1 suggest Poison if you don't already have a Poison character.

11. The reason to go skill level 10 is the jump in power skill have from 9 -> 10. For many skills this isn't significant, but the most notable are skills the change from single target to multi target.
Sacrifice -> single target to all party
Recover Influence -> single target to all party
Fighting Spirit -> single target to all party
Falcon Kick -> 3x hit to 4x hit
Energize -> single target to all party

12. the ending stat of a U rarity character after 3 years in the Ultimate Talent Development Plan should be 300-600 on their primary stat and 200-400 on their secondary stat if the run is successful. Thy should also end up lv90+

13. luck characters are made for the endgame. There isn't much point raising a N or S luck character, as you need 999 luck to make all normal attacks crits, in additional to always allowing you to flee from battle. (making the skill Fog useless) Luck characters are especially useful for farming those silver/gold/platinum monokumas.

Luck character: -
Attack Power 10
Critical Power 10
Influence Up 10
Drop Rate Up 10
your choice x1

14. things you should note about certain skills:

Mujin Strike has terrible accuracy and shouldn't be on anyone except an Agi character. It essentially compensates for the characters high Agi and low Luck score. That being said, even at 999 Agi, you still need the Agi Up buff to land a lv10 strike on the last boss.

Poison is probably the most effective means Int characters have of dealing with bosses. Most bosses, including the last boss are susceptible to it, but you’ll need a full awaken bar to get it to land.

Gale Fist activates at the beginning of the round before any action, even defense and Sacrifice.

Status effect other than Poison are pretty much useless except against certain bosses (which you can still beat without them)

Hey, I know this is 3 years old now but… I read somewhere that if you have a U card, party members will be level 99 and you can also earn up to 200 in one stat per friendship square if you use double square card, however this didn’t work for me, and the teammates were level 15.

Do you need to OWN the S or U card of a character to get their boosted stats? Like for example if I play U Akane and own U Nekomaru, he will be level 99, but if I don’t pwn it he’ll be level 15 as he is for me now?

Did I get that right?

This truly is a 4 year old post now, yet with me currently 100% all three Danganronpa's, it's been useful.

Although, there is a doubt I've been having for the miracle of anyone answering it.

Despite the events being randomized a few turns into the second year after savescumming, for some reason they became set after a bit. Even though the dice rolls kept being randomized, I always got the same events everytime, I wonder if there's a reason for this?
