In fact, I would highly recommend playing Ultra Despair Girls before watching the anime.
That being said, I do think you should watch DR3 anyway, because it was fantastic overall and wrapped up the whole Hope's Peak storyline that DR1, DR2, and UDG were based around. Just make sure you watch the episodes correctly, as they jumped back and forth between Future and Despair arcs and then ended with the final Hope episode.
Neither have I, but I haven't played it. I said it MIGHT have references to DR3. If it doesn't, then hey, whatever.

Still, OP should watch the DR3 anime anyway, because it's great.
Not necessary at all. In fact, they rarely reference the show and never the future arc. I mainly believe this to be true because of one of two reason; either they were making this game in tandem with the show or they realized how bad the show was and decided to ignore it.
I never played Ultimate Despair girls and from what I saw there were very few references to it as well. Honestly, I don't think you'd even need to have played the past two games to enjoy this one.
