I could but just no free time progression. I could hang out with people but would get no events with anyone.

Just leave it,you can get it afterward anyway

Yeah, I hung out wirh Himiko and got a free time event, I think...I'm not sure. No, that was in Chapter 4. The most boring Chapter ever because it's made up of a million free time events until Iruma actually finishes her murder virtual-reality machine. So I think you're right that you can't get any friendship fragments in Chapter 3.
