It's just a slight annoyance for however long that cutscene plays, and in a title with this price it really should be patched, ya know?

Well, The specs look crappy, because it's a budget build
it's mostly what you'd expect
but I assure you, if it was a problem with my PC, this issue would not just be within the in-game cutscenes. It's playing a video, so unless there's a problem playing that video specifically, I don't see why the framerate would tank.

Grabbed that from Speccy. Runs games like Fallout 4 at about 20-40FPS. This is not a game that should be running this badly, especially when it's ONLY the in-game cutscenes. I mean the pre-rendered cutscenes, like the openings or anything similar. I don't know why my build would be relevant, but it was prebuilt. There are my specs. I hope you don't mean to be telling me it's just my computer, because I get a lot of that. Even though this really shouldn't be happening if the rest of the game runs fine save for one or two drops.
Then, I'm sorry I was paranoid, and I appreciate that. I'm so used to people doing that kind of stuff that when I'm asked for my specs, I just don't want to share them at all. People genuinely just bash it or tell me to get a new PC entirely, even when it's a problem like this that other users are also experiencing.
So I think this is something to do with your computer not being that good, especially since other people have not complained about this in the reviews that I've read.

If it didn't, then it wouldn't run at 60fps in every other area. It's, again, just the videos playing. They don't even run at 30 when I'm watching them in the extras menu, they run at the same choppy and delayed framerate as usual. But the rest of the game runs fine.
The desync isn't constant, but it will drop to that awful framerate randomly (it actually looks like this isn't the cause, because 28fps constant is normal for all the cutscenes actually, and they still desync for some bizarre reason), and cause itself to desync. That desync will stay. Whereas other parts of those cutscenes run in 30fps,and the audio will be synced. I just tested this by using the Extras menu, and saw the fact that steam downloaded something while I was asleep. It's better, but certainly still there.
Shorter cutscenes aren't laggy, and fully synced now for me. however, longer cutscenes tend to decide (randomly, again) "oh yeah, that problem you had before? Still here with me~".
