How do I add a new character to a existing coven?

So I just got the spare parts for a new puppet, made a Aster Knight, i want to add him to the fighter Coven but I don't see the option to do that. I have a Peer Fortress Guy in the fighter coven and i want the Aster Knight to be in it with him but I can't seem to do it, i know you're supposed to be able to do it eventually.

Most of the covens you get near the very start of the game only have one slot for puppets, once you get a bit further you'll get a bunch of "Witch Pact" covens, which are your first covens with multiple puppet slots.
