Really think it a shame they did not include that in the game instead of the ever repeat of fighting another gang or 2.
The Arbites where not a gang at that point tho, that was in a journal i would guess and i know the later comunity Necromunda edition had Arbites gangs as well as some other.
I guess the arbites rules must have appeared in the "Citadel Journal" (before GW split it into separate publications for each of the "specialist games"), and i have some memory of reading them (in particular their special combat shotguns/ammo), which is weird because i don't think i ever had a single issue!
