Grappling hook bug?

Can you climb down a grappling hook rope? I put one out on my way to Wellbottom and when I click "Climb" it drops me down to the bottom and climbs up - I can't seem to fall down into the small nook with the chest, so am I missing something or is the grappling hook bugged?

Never mind - I found "Rappel" - it's just at the top of the rope.

How do you use it in the first place, I can only Split, Inspect and Destroy it. The Trow Rogue indicates to me that to use on the hooks above our heads in flooded section of the undercity where I can see a ladder out of reach above me, but don't know what to do. Not sure how how to use the grappeling hook at all.

How do you use the grapple hook? You don't use it from the inventory screen. You look at the point where you can grapple and the cursor will change (and the object will be highlighted). Then you just left click.

Yeah, it worked, but as it turned out I wasn't even standing in the right place. I was too busy looking at the hooks hanging down from the other side.
