This'll likely not be a problem for long. I tended to get lots and lots of water just in random crates and barrels - explore new areas (i.e. just keep following the plot) and you should run across more soon enough. Also - although it probably fits your definition of "merchant" so I imagine I'm being redundant, but buy out every bartender's stock too. Not only do they tend to have water, they tend to have pretty good stacks of booze too (because of *course* they do).
Frankly, by the mid to late game I could have my bard chug multiple drinks in each combat I was never even close to running out of booze... which actually brings me to my second point:
If you haven't already, don't neglect the "crafting" options in your Bards' skill trees. They have an 'extra' "booze tree" the other classes don't, and one of the more useful skills (at least I found them useful) were victory shot, brew master (I think you may be one or two levels away from opening that last bit of the skill tree up), and quick to celebrate.
Also, don't overlook the ability to wear jester clothes. The set I've got gives me bonus spell points any time somebody attacks my bard (which they often do).
Brew master will cause the bard to start combat with 1 stack of drunk and 1 spell point. Quick to celebrate means victory shot works 100% of the time.
Between all of them, for relatively easy fights I don't even have to chug a drink to have the bard active and singing throughout the fight. And the bonus spell points help out in the harder fights too (where the chugging definitely is a thing...).
