How does the Review Board work

My Main Character Bard was granted tier 2 after doing the GreenLady Quest at level 7. No other characters in my party unlocked tier 2 even though the rogue Wringneck is also level 7.Is the rview Board all story related and not level related and do the other party members advance.

had a party of 4 and all of them have tier 2... maybe you have to speak with the board again when the members are in the party?

have to speak with the board for each char... you can see whenever you have any possibilities to advance as the quest "review board" will pop up in your questlog

I have this quest and it says one of my characters is ready for advancement but when I go back to the board I get to told I have done nothing but I am still worthy and comeback later, the quest remains open.

Looks like a bug to me.

It should have broadened the circle of skills you can learn. If you look at the skill tree now you should now see several more choices of abilities you can spec in to. Remember you need minimum of 8 points invested to get your first promotion.

If it says one of your characters is ready for advancement but nothing happens when you go to the board, it's likely one of the characters that isn't in your party at that current time. i.e. one of the ones either inside or outside of the guild waiting for you.

advancement is not story based at all for the guild. It's based on the number of skills you've picked. If you look where you select your skills there are smaller rings that light up each time you select a skill. When you light up the last one at the border between two skill zones it'll trigger the guild advancement and you have to go there to unlock the next tier of skills

All my chars are with me and i get the same as OP ( done nothing blah blah blah ) but in my quests its telling me to go there???

Each visit only advanced one character. You have to keep speaking to them repeatedly to advanbce each one. When a character advances they say the "you have done nothing, but are still worthy" line. When NONE of your characters are eligible, they say "you have returned too soon...".

I've talked to these clowns about 10 times and the quest never advances. All my characters have had the second tier of skills opened, but the quest still tells me to speak to th review board.

That is correct. Absolutely right. I agree the game could handle that a lot better, but that is exactly how it works. What happens is people go back expecting some sort of major quest XP advance--but they haven't checked their quests to see if any of them have moved into the completed column--if they haven't, the message to return to the RB only pops up when one or more characters pass the XP needed to open up a new skill-tree level. Early on I went there a couple of times and couldn't figure out what was happening until later when I happened to notice that new skills had opened for various party members...;)

From experience, the quest will not complete unless all characters, and that means ALL characters, including those idling around the AG, have been advanced. So basically you will at some point need to use party management to swap in the characters not in use, spend their points, advance them, and then kick them back out of the party in favor of the ones you actually want.

There's got to be a bug somewhere. I can't get the "return to review board" quest to go away, even though I've cycled through it enough times to cover all my characters - including the one I normally don't travel with, who I swapped in for a visit to the board just in case. It's not really a big deal, just annoying. And new too, because I've previously been to the board for successful promotion, and have also been told that I wasn't ready for it. Now all I get is the "you haven't done anything but are still worthy" line.

I had the review board quest sitting there through multiple character advances, but then it finally completed itself after advancing one of them. No idea why it took so long. I think there might be a bug preventing the quest from triggering properly. I couldn't find a rhyme or reason for why it finally decided to complete itself after advancing a few characters. And I've had characters sitting untouched so it didn't involve any character swapping or party management on my part. The only other explanation I can think of is you have to advance a certain number of characters to complete the quest even though it doesn't mention anything about that.

As for the review board saying you haven't accomplished anything worthy, I've noticed that is tied to story progress. When I just go there to advance a character to the next tier it says I haven't accomplished anything. If I go there after advancing the story, like killing a boss or something, it will recount my deeds. Any other time they say I haven't done anything though.
