I too had to restart.
you probably wont get another and need to restart. you should be able to make enough money from trading to keep sending that rival money to raise relations. the request for more wine is a trap. an evil stupid trap x.x
in later missions they will send you so much of water you need it will drive you insane but this mission they wont. just finished the 3rd or 4th story and wanted to burn down the cities around me so they would stop trying to gift me things.
Lol, I haven't made it that far yet. I did have to restart the episode in the end because I received no more gifts and bribing my enemy didn't help either. It's unfortunate that's the only way to do it!
I thought about that too, but i set a stockyard with everything but wine as do not accept and wine set to 'get'. plus even if i hadn't, if you don't have room it will alert you and give you the option to postpone accepting the gift.

The game should Autosave every six months. You need to go back to a point before you gifted the wine.
At the start of an adventure's mission, you should do things slowly. By that I mean do one thing, layout a road and save it, before doing the next thing and so on. That way you can go back to a previous save and re-do what you did in order to get it right.
So here is what you need.
Keep the large SW area for 32 elite houses (8 per block 4 blocks in all). On the raised NE section place 3 long roads with 23 houses in each. The top end of those will connect to the Olive oil industry and Athena's arbour (sanctuary)
On the meadow near the bottom you can place goats for cheese and sheep for fleece. Be sure to keep them away from the wolves to the east, where the meadowland is used for whet farms to feed your ranches for horsemen.
For the time it will take to acquire 16 wine, added to which there is the bigger picture of the 'Ultimate goals' (how the city will end up) to consider, It's advisable to correct the errors now rather than get deep into the adventure and find yourself having to replay the adventure from the start.
'Fail to plan' or 'Plan to succeed', is one way to describe it.
