So what exactly does Aphrodite's Haven do?

She allegedly 'fills your houses with people,' but I just don't get it.

My houses have temporarily downgraded (like if I run out of olive oil, then replenish the households); my understanding was that, instead of waiting for people to schlepp across the map to move back in, I could just pray to Aphrodite and she'd fill the restored houses immediately.

But that's not what happens.

I'm not sure what happens, if anything. Who knows for real what Aphrodite brings to the table? Other than protection from some of her lovers...
