Oil as a resource

Same mission as my population wipe issue in another thread, I believe it's called Sawu. This time I have received 2000 oil in very late stages of the game. None of the cities sell it, I can't create it, I don't see any messages saying I was given oil. But there it sits in a storage yard that only accepts gems and sandstone. I am only exporting luxury goods. The only goods that are luxury that I can import are ebony and incense.
