You don't need to adjust any of these normally.
It strikes me as a little odd, but to be honest, the menu doesn't really need more than 30fps because it has limited movement. In fact, honestly I wouldn't mind if they turned the menu target FPS specticially to 25fps in order to give the system a slight rest when rendering the menu scenes, freeing up resources for the texture and level precache threads (which should always run as fast as they can without impeding gameplay or overfilling the cache in order to prevent level load lag.)
