I think there is a mod called Destroyer mod, which increese the pop cap and adds new units, skins and factions like the Tau.

These:

Destroyer 40k
Elite
Codex Edition

Are the three main ones IMHO

There are a couple that could have been great but dropped dev (Gods of War, Ultimate Warfare).

The rest are small adjustments/reskins that mostly influence the campaign.

On the other hand, if you're looking for a great and balanced multiplayer experience, go for Elite mod.

I want a higher popcap since some genius decided a squad of 4 infantry should cost 12 population

I use destroyer 40k and it's amazing. They added and modified a lot of content into it. The grey knights are in it as well.
There's also plenty of armor swaps they have where you just drop a single file into the designated folder and it'll change your aspiring champions to night lords or something. Look up SHUMAS wargear. He's contributed so dang much.

Depends on the game, and the mod. Some need a mod manager, some have their own launcher and some you can just drop the files in the game directory and run the game like normal. But they usually say how to install and run on their site, or in a readme file.

I'm going to assume it's in a .zip or .rar or .7z or something? Meaning you need a program like WinRAR(which i use) or Winzip to open it. All those extensions i just listed are pretty much the same so just download a program such as WinRAR that opens all of them to solve your problem. See, the file you downloaded is a compressed folder and inside it are possibly multiple files or folders for the mod. Almost every time there's a file named "README" inside which will give you installation instructions for the mod.

I recommend using Elite MOd, it's way more balanced than codex/destroyer (yes i played all three mods).

It's more balanced but does it have as many different units? I'm not that great at the game anyways so dont relaly notice balance issues, amount of destruction and chaos on screen as well as a variety of units to choose from is what drives me
