Posted a quick how-to guide at the bottom of this message.
I hadn't tried it on this particular game before because all DoW2 games are super wonky on their own, but DxWnd can get pretty much anything on borderless windowed.
Simply forcing Retribution into borderless windowed however, resulted on this:

But this wouldn't be the first game that goes bonkers when first introduced to DXWnd, yet can work flawlessly given the right settings. I'll fiddle with settings and try to get this working. In the meantime, you can get DxWnd here: http://sourceforge.net/projects/dxwnd/

Now it's "just" a matter of getting Retri to render in non-toaster resolution and fixing the input.

OK, quick guide how to borderless windowed Retribution, coming right up:
- Click this link: http://sourceforge.net/projects/dxwnd/files/latest/download
It will automatically download a v2_0#_##_build.rar file (#s because it'll get updated and version numbers change).
- Take that file into the folder where you want to "install" DxWnd, then extract it.
- Run dxwnd.exe, right click inside its window and select "Add".
- On the window that will appear, click the browse button on the Path field and browse to your Retribution executable. The Name field can be anything you want. Now here's when we get specific:
- On the Main tab, Generic section, tick the No banner and Fullscreen only check boxes, and untick Remap Client Rect. On the Position section, select Desktop. Go to the DirectX tab and select DirectX9.
- Click OK
- Click File > Save > Yes
Done! As long as DxWnd is running, Retribution will be borderless windowed, regardless of where you run it from.
Note: Retribution pauses rendering when you alt-tab out of it, but other than that, borderless windowed works flawlessly (on my end at least).
I don't have DxWnd in my system atm so this is all the help I can give you right now.
