All available races for the campaign & standard multiplayer are already included in Retribution's base game, it doesn't have unlockable factions through dlc. The only dlc for Retribution that affects standard multiplayer are skin packs.
There is dlc for the last stand mode ( multiplayer survival: 3 heroes vs 20 waves of enemies ) that adds 2 additional wargear items per hero, plus a new hero, the tau commander. The race packs add wargear for the single player campaign.
Summary: Based on the info you posted, unless you want skins, I'd say you don't really need any of the dlc for Retribution.
