"When the program is running, you can adjust its Processor Affinity by opening the Task Manager (right-click the Task Bar and choose Task Manager), going to the Details tab, right-click the process you want to modify, and click Set affinity . From there, you can choose which core the program runs on."
1. To do this go to the Control Panel and select Programs and Features.
2. On the left side select 'Turn Windows features on or off'
3. A small window should appear, scroll down to 'Legacy Components' and click the box to add a check mark.
4. Press OK and reboot your machine.
Again I have no idea if this will help but it worked for a different older game that would black screen on loading and refused to load.

You can create a .bat file to launch the game properly. By assigning CPU affinity you can mitigate the issue, I guess.

Though I'm aware this doesn't work with some games, I believe it is not the case here.

this works with R9 5950x CPU
I've almost lost any hope, but your thread is just like a light in complete darkness.
Even setting affinity mask won't deal but this sollution is brilliant.
P.S. Given model is for ppl who is not sure this will work with their CPU.
