0. Download + Install Elite Mod
0.1. Download this File (elite-popcap.rar) for later use here

-Download Copes DoW2 Toolbox (I'm using version "1.991h" in case that matters)
0.2. Download + Install Notepad++
1. open %DoW2Install%/Elite/Archives/eliteAttrib.sga in ModTool
-goto ATTRIB/simulation/attrib/racebps (Double click the race to open their tab)
-Change these under mp_resource_info/race_population_cap_table
-base_personnel_cap
-max_personnel_cap
-Change popcap under resource_max_cap.
*NOTE*
-save files (once saved, they'll turn red)
-right-click the racebps folder, open in explorer (you'll need this later)
2. open %DoW2Install%/Elite/Archives/GameAttrib_orig.sga
-tweak values of the races NOT touched by the mod
-save files
-right-click the racebps folder, open in explorer (you'll need this later)
3. close mod tool (done with that sh!t)
4. extract elite-popcap.rar
-delete the rbf files in there
-copy over the rbf files we edited earlier
-copy the Config & simulation folders from the elite_popcap folder
-to the Elite folder in your DoW2 install location
-run update1.bat from the config folder (Make sure to check for the exact name as there is a VERY similarly named file also here)
5. open Elite.module in notepad++ (Found in the DoW2 install folder)
-under attrib:common (make sure its number 1), add a line for Elite_popcap.sga
-like so: archive.01 = Elite\Archives\Elite_popcap.sga
-change the numbers of the other lines
-if there's no other mods, it should look like this:
[attrib:common]
folder.01 = GameAssets\Data
archive.01 = Elite\Archives\Elite_popcap.sga
archive.02 = Elite\Archives\Elite_attrib.sga
archive.03 = Elite\Archives\GameAttrib_orig.sga
6. Start the game up and give it a test run. Should hopefully work, though if not feel free to yell here and I'll try to help
