The Retribution campaigns is one of the worst I have seen in any game.
The amount of scripting is just disgusting. Boss that you have to wear down with Guardsmen (of all units) for 15 minutes? Tank that you cannot damage for no reason (with a Lascannon!) and have to run from for the entire mission (magically killed by turrets)? Its extremely bugged so that any unit walking near it will stop moving (can't path at all due to invisible walls)? Next mission has forces magically appear to attack a building you have to save, sure lots of games do this. But if you go to the center of the map to see the roadblock you will be forced to restart because you cannot make it in time.

Its not just that theres so much scripting. Its that the scripting is actively breaking immersion into the game. Occasionally breaking gameplay entirely and forcing a restart because of how poorly it is done. Most of it wipes out your forces because Guardsmen are made of paper.

The other DoW2 campaigns I have played have been fairly good, but I am doubtful whether continuing this campaign will be worthwhile. At the very least, I don't think Imperial Guard have been tested much for the campaign given the previous experiences so far.

TLDR: Anyone looking to make a game if you are going to script, make sure it doesn't break your own gameplay to do so. Rant over.

The Dawn of War franchise has been pretty good storywise, but :Retribution definitely leans on multiplayer and Last Stand. Co-op in the campaign can be fun though too.

I'm hoping it gets better further into the campaign but its actively painful playing through this so far on hard with Imperial Guard. The previous DoW2 campaignns have been really good so this is such a disapointment. How many 40k games let you play as Imperial Guard of all factions!

mainly because the heroes and honor guard are decent, and most of their stuff isn't paper thin.

I never had these problems. I did what the story told me to do and rampaged across very hard difficulty. I did however do a lot of planning when looking at what missions gave me what upgrades and made sure to min max my army into a death machine. Other builds of the same army would have been garbage, so perhaps you didn't pick the best reward options.

This is the part I have an issue with. The missions feel clunky as all heck and if you explore at all or try to find alternative routes the game actively stops you with poor scripting (in the tank mission the tank "disappeared" but is still there invisible and will break pathing for instance). Sure I can beat this on very hard with Imperial Guard if I was try harding. But sometimes you just want to roll through on hard and not care so much about synergy. Just compare any of the missions I have played so far to the original DoWII campaign: These missions have been extremely linear. Extremely contrived. And scripted in every single place I looked. Even when the AI chooses to advance or retreat is fully scripted and can be easily baited into rushing into your emplacements.
