You can usually pick up 'the complete package' for like $20 on sale, and there should be a steam summer sale very soon (rumor is June 24th).
Game got excellent design all-round. Good visuals, clean and tidy. Simple controls (with a few quirks). Addicting, albeit repetitive campaign. Good multiplayer with a surprisingly active community (naturale and modded alike) - and excellent audio; superb music and tons of lovely attention to detail in the voices and overall soundscape.
So, yes - get it!
Try running it with compatibility mode set to windows XP, and as administrator. Haven't had this problem myself, but try a forum search.
Also, you could try turning off the steam overlay in properties. Sometimes this helps.
