- I've updated my graphics driver
- I've reinstalled DirectX (as well as installing the included DX9 setup in the root folder)
- Tried a variety of settings on the Compatibility tab
- Tried forcing DX9
- Made sure the game wasn't being blocked by Defender
No fix.
EDIT: I've also verified the file integrity of all three DoW II games.
Right-click on Dawn of War II on your Library
Navigate to Properties> Local Files> Browse Local Files
Right-click on DoW2.exe and select "Properties"
Click on the Compatibility tab
Check the following boxes:
"Run in 640x480 screen resolution"
"Disable full-screen optimisations"
"Run this program as an administrator"
As well as set the (High) DPI Settings:
"Override high DPI scaling behaviour"
Then select "System (Enhanced)" from the drop-down list
* This works for DoW II and DoW II Chaos Rising, as they are essentially the same game. I am yet to find a fix for DoW II Retribution.
Don't worry about the 640x480 resolution, the game will launch in the correct resolution.
EDIT: I've fixed DoW II Retribution by applying the above fix, then:
Navigate to your Documents> My Games folder
Find the "Dawn of War II Retribution" folder and delete it
Go onto your Steam Library
Right-click on DoW II Retribution, select "Properties"
Click on the Local Files tab
Select "Verify File Integrity"
It should scan and re-download 1 file, then Retribution will be playable.
EDIT: When applying the above fix to Retribution, on the "high DPI" step, set the drop-down to "Application" instead of "System (Enhanced)". Note: Keep DoW II and Chaos Rising set to "System (Enhanced)", else they won't work.
Install this files from "...\Steam\steamapps\common\Dawn of War II - Retribution\Install\"
-> vcredist.msi
-> DXSETUP.exe
If it is still not work
Try to re-install your graphic driver:

Don't forget to choose your language and computer type correctly.(Normal or Notebook)
I hope, it is become helpful.
Btw, you have very high chance to see this problem if you are using Windows 10:

I mean, running around and posting <random fix for game discussion belongs to> links would make sense if Steam had something like Reddit's Karma awarded per post, as well as subsequent post upvotes.
What that idiot just did doesn't make sense on any level. All the filth achieved, was potentially confusing a less technologically competent user, who's struggling with the OP issue, and now has a video for an entirely unrelated fix to watch through. It's probably his own malware fix video. I'm going to flag and report it.
Ffs. I fuccin hate people.
EXTERMINATUS!
