Why are Bastille and the flashlight so bad?
Really the title says it all, Bastille has terrible stats for being the alt "combat" medic, in addition to being so bad at healing you need 3 beacons minimum to cure one infestation, his combat skills arent even worth it due to Faith's much better combat skills, also the flashlight literally does nothing unless you're in first person mode, so why does it even exist.

Bastille gets bonuses to adrenaline, making it last much longer, and his damage bonus and reload speed bonus are both great for assault rifles, making them do over 50% more damage and reload faster.
Faith's better combat skills?

I'm pretty sure speed doesn't count as a combat skill. I think.
speed is one of the best combat skills, especially being a medic it lets her outrun anyone she needs to heal and keep up while healing or firing, adrenaline is only useful during certain ambushes for the most part and despite Bastille being the only character to get a bonus to them its barely even a 50% duration increase, plus while he has a good damage and reload bonus Faith also has damage and reload bonuses, plus her amazing speed bonus and healing/infestation curing bonuses, while Bastille's infestation curing may as well not exist and is just a waste of a slot and two points
yeah there is a flashlight, literally all it does from the top down perspective is light up a tiny semicircle of the ground in front of you for 30 seconds, it doesnt even light up aliens that are in that tiny semicircle
2004 Alien Swarm/Classic Alien Swarm had Flashlights provide the same aim-assist of Combat Flares and Prototype Rifles to your basic Assault Rifle. It was essentially an upgrade to turn your Assault Rifle into a P. Rifle. Worked with pistols too.
bastile is actually pretty much better when it comes to damage
faith is useless when she is the last one alive since the fact she can't deal jack crap with a shotgun
....what? yeah bastille has 2 more points of damage bonus but Faith should NEVER be the last one alive, because shes the ♥♥♥♥♥♥♥ medic, and damage bonus isnt that useful because with speed you can carry weapons like the PDWs/shotgun (which already does enough damage to make up for bad damage, even though Faith has above average damage) and spray while keeping up if you have a speed boost (which lets Faith outrun the swarm entirely up until Insane)
I don't know if flashlights provide aim assist in this version of the game - if they do, such an ability is not listed in their item description. Combat Flares fulfil that purpose, lighting up certain areas so that targets in that area can be lit up.

As for Bastille, I almost always give him a rifle and adrenaline shots in addition to his beacon or heal gun, as adrenaline lasts for an addition six seconds as long as Bastille is active and alive (I think). This combined with Bastile's greater damage boost and reload speed mean that Bastille can use the adrenaline to make the most of every bullet while also killing many more enemies than Faith can.

And yes, infestations are a much greater pain in the ass when Bastille has to deal with them, but the important thing to remember is that Bastille can both deal with them in the first place AND deal a lot more damage than the other medic can.

If you want to participate in combat while still patching up teammates after the battle, Bastille is a solid choice. If you'd rather focus on keeping the team alive rather than making your enemies die, Faith is the one to go for.

I'm not entirely sure you understand how the damage boost works.

The damage boost works for most standard weapons. This means that Bastille will always inflict more damage per bullet and per second than Faith possibly can. Speed does not affect who can carry what weapon - weapon limitations involve which class is being played. Speed also does not affect how much damage is inflicted. On the one hand, Faith can more easily run from enemies and regroup with her team if separated or falling behind, but if Faith has to deal with enemies without the support of her team, she'll have to put up with having to fight them for a good deal longer.

you slow down significantly while firing, with the speed boost being added on top of your slashed speed rather than being slashed with it, meaning Faith can afford to keep firing in many situations rather than having to stop their dps and bail, or have to stop firing simply to keep up with their team, including while firing the Heal Gun/Heal Amp (You know, the things medics use) , meaning that Faith can consistently put out more dps when its needed, especially in situations when DPS actually matters IE when theres too many swarm to fight in the first place, Faith's speed can let her do risky manuevers like dumping her shotgun/PDW into the crowd to thin it out enough for her team to clean up and get away without getting mobbed, and catch up with her slower peers to heal them
plus shes only a bit behind Bastille in damage and reload speed, with how weird damage boost works in the first place those two points dont matter that much, unless using an explosive weapon like the grenade launcher or sentry, which due to being a medic, bastille should not have under any circumstances barring having run out of meds early and picking them up off dead teammates (a horrible situation for the team medic to be in ever)
Flashlights never provided aim-assist. The FLARES do provide aim-assist, but they are in a limited supply (x15 I think).

The flashlight is actually amazing in dark maps; only one of your team members has to take a flashlight and it will make aiming and seeing the aliens a load easier. It's especially useful in Onslaught mode where parasites can be anywhere in the little dark spots.
Unless you're going to fiddle around with the autoexc.cfg files, you're going to have to fight in some areas that are very dark or almost entirely pitch-black, even with brightness turned up to maximum.That's where items like the combat flares and flashlight really shine (pun intended).
On some maps I can see the Flashlight come in handy. Some maps (yes even official ones) are really dark. And I'm pretty sure a couple modded/unofficial maps are dark too.
