60FPS cap?
Can't remove it even in the console, or at least the game isn't detecting my correct refresh rate. Original version & Mod don't have this problem.

It happens when you hosted the server before. If you're playing on dedicated servers, fps should be capped by your fps_max command.

Nah, that command is 100. It's not what is happening. Trying to force refresh rate in command line isn't working. So odd.

To force the refresh rate you need to add a startup argument(it's not a console command). E.g:
-refresh 120

the game defaults to a borderless window, it might be a reason too

When I tried fps_max 120 it would still only stay at 100. But if I tried like 140 it would work. Or try fps_max 0.

I'm in fullscreen mode. Console commands don't work.

My refresh rate is limited to 60HZ in the game. Normal AS doesn't have this issue.

I need V-Sync or I get tearing. I have a 120HZ monitor.

The problem is the game's refresh rate is locked to 60, regardless of commands.

You're running in fullscreen mode so the refresh rate of your monitor will be whatever the game sets it to (not necessarily your desktop refresh rate). Therefore it could be running at 60Hz in-game and V-Sync is (correctly) capping your framerate at 60 FPS. Use your monitor's own settings menu to verify that it's actually running at 120Hz in the game (it should have an info page in there somewhere that will tell you its current resolution and refresh rate).

Personally I have no idea what framerate the game's running at, but it's silky smooth so I don't care! I have V-Sync disabled though (and a 144Hz monitor with 1ms GTG response time - not a hint of tearing).
Try not using V-sync and instead use fps_max 119.

There's your problem. V-sync locks your framerate to half your refresh rate if the fps drops low enough. If your framerate isn't hitting a constant 120+, then it does the next one down, which is 60.
