How do mods work?
Are they only cosmetic for you (as in only you see them)? For ones that affect gameplay, how do they work with the server? Do you need them applied to the server as a whole and anyone without them cant join, or is it just exclusive to you?

some mods is cosmetiscs, like custom charector skins, bug recolor/sound mod.
other mods require both host and joiners to have the same mods.
read the mods desricption and forum, for more info.

Typically game maps require clients to also have the addon, a specific few requires the host to have the addon before you can use it if you are joining as a client (More Starting Equipment) while visual mods are typically exclusive.

Script changing, such as altering ammo count and damage, will not pass a server's check for consistency and hence only people using the same edited script as you can play with you or join your server and vice versa.

So if you had a custom weapon everyone would need the mod for that weapon or only you can join a server, but it doesnt matter if if was just changing the soldier models?

Cosmetic mods are client-side, since they don't have to change ♥♥♥♥ of the gameplay for anyone.. Bigger or more different mods, such as maps or changed stats on weapons, are server-side.

Yes you can use stickmen for marines and only you will see them as stickmen.
