Railroad set rent is only doubled if someone gets the Chance card sending them to a Railroad, otherwise rent is normal amount (depending on how many are owned by same player).
The coloured sets work a little differently, but are doubled if conditions are correct:
All the (coloured sets) rents are doubled if you own ALL the properties in a set, AND none of them are mortgaged, AND there are no houses or hotels on the property someone landed on, AND the owner is not in Jail (in some versions).
For example; if you own Boardwalk and Parkplace, and neither is mortgaged, Boardwalk rent is $100 and ParkPlace is $70. However, you could have one house on Parkplace and rent on Boardwalk would still be $100, or vice-versa. If you have only one house on Boardwalk and none on Parkplace, and someone lands on Parkplace, rent is $70 instead of $35. Clear as mud? :)
