Does the game favor one person every time?

I've tried looking this up online but all the threads I see are people saying that the game is rigged when playing with AI. Well this thread isn't about Ai, it's about playing with other people.

I play the game with one friend and every single match the game seems HEAVILY one sided. I'd expect some bad luck here and there but literally every single game one person absolutely crushes the other because they get the best rolls while the other player lands on tax/.luxury/jail almost every single play around the board. Out of the 20 or so games we've played I've yet to play a match where it seemed like things were fairly stable, it's always been one of us getting completely screwed by dice rolls. Has there ever been proof of the game favoring someone at the start of the game?

there is no proof as you say,
but in my 60-70 ish games/ just over 100 hours
every few games, one player will roll doubles an insane amount
land on the best properties, nearly perfect sets,
get the best community chest and chance cards
while also skipping properties with house/hotels on them for pretty much forever
yet every other player will land on their stuff
absolutely crush everyone

it sorta seems like games are rigged "sometimes"
but there's no proof, its just what iv observed.

kinda sus imo.
