You can play it on a PSP emulator though.

It's one of the few PSP games that runs great on a PSP emulator and doesn't have any issues.
What's the story behind the "unreleased" status?

The author was hired to write a novel for Staff Of Kings video game and he wrote that but for some reason, Lucasfilm and Lucasarts decided to not release that novel.(Maybe due to the PS3 and 360 version getting cancelled)
I kinda wish Steam had a port of that. It looked decent as a game. I never did play it on PS2 because everyone booing and hissing about it. I just now saw the gameplay on YouTube. It wasn't that bad. Not as good as Emperor's Tomb, but that game engine for E.T. was a good one and should have been used for sequel games. Raiders, Temple, and Last Crusade would have been great with that engine.

Emperor's Tomb engine was also used in that Buffy Xbox game which many liked.

And yeah, Staff of Kings should have also been released on PC.(Either the Wii/PS2 version or the PSP version)
But I think the PSP version would have been better recieved.
